INTRODUCTION
This Athletic Program Manual ("the Manual") is meant to assist Christ the King Regional School ("CKS") administrators and volunteers who provide countless hours of service to the children who participate. By articulating our philosophy, mission statement, goals and procedures, it is hoped that CKS can optimize and channel effectively the efforts and energy of those who help make the CKS program a vibrant part of our school.
PHILOSOPHY OF ATHLETIC PROGRAM
The Athletic Program (the "Program") at CKS is based upon the philosophy articulated by the Diocese of Camden for similar programs. Thus, the Program clearly reflects the basic philosophy of the Catholic school itself in which fair play and a spirit of good sportsmanship flow from the Catholic environment based on the love of God and one another. The Program seeks to be a valuable part of the total educational process for the CKS student which integrates both character formation and spiritual growth with academic achievement. Thus, CKS provides athletic opportunities as part of its entire range of formational offerings for its students.
MISSION STATEMENT
The Program at CKS is guided by its philosophy and certain basic principles. These principles and philosophy, taken as a whole, define the mission of the CKS Program. Simply stated, that mission is as follows:
-
Physical education should be an integral part of the educational experience at CKS. To accomplish that goal, CKS has sponsored for many years various teams and activities that constitute the Program.
-
The Program should be seen in a broad context, as it includes not just competitive teams, but also physical education classes which provide opportunities for every child to participate in some way in physical activity as part of his/her life at CKS.
-
Athletic participation is an important component of a CKS education because it teaches important values such as teamwork, discipline, setting and striving for goals, good health habits, and good sportsmanship.
-
The sports programs are meant to be a facet of the CKS educational experience and not an end in themselves.
-
The Program should be structured and administered to encourage these values while seeking wide participation by the student body consistent with the availability of funds, coaches and facilities.
-
Participation in any CKS program is always contingent on the academic eligibility and record of good conduct in the classroom by the student.
-
The Program should be sufficiently varied so that it can provide challenges to its athlete-students at the highest levels of competition with other grammar schools and, at the same time, provide other opportunities to those who are not ready to participate at such a level of excellence. To that end, wherever possible, CKS strives to field teams at varying skill levels (varsity, junior varsity, freshmen).
-
Varsity level programs are more challenging and selective in participation due to the high level of league competition. Those teams should strive for excellence and team achievement.
-
Junior varsity and freshmen level teams should emphasize wide participation, instruction and teamwork.
-
The Program admittedly may be unable to provide an opportunity for every student to participate fully in every sport due to, among other things, (1) limited funds; (2) the practical and financial necessity of relying on volunteers as referees, coaches and/or organizers; and (3) limitations inherent in the state of the school's physical plant and facilities. However, the goal remains to build upon the solid foundation and tradition of competition at CKS and provide increased opportunity for CKS students.
PURPOSES OF THE MANUAL
The Manual describes the structure, procedures, responsibilities and policy of the Program. Among other things, the Manual serves as:
-
documentation of the principles, philosophy and procedures of the Program;
-
a benchmark against which we can measure progress; and
-
a way to inform the school and the community about the Program.
The Manual is the blueprint of our Program. It does not provide every detail or answer every question or situation that might arise. It does provide our coaches and administrators with the structure, guidelines and principles upon which they should conduct themselves in the course of running a team and guiding the children entrusted to them.
The Manual should be readily available to our school and parish community so that parents and students will (a) understand the principles guiding the Program and the procedures in place to achieve those principles, and (b) be able to judge for themselves whether those goals and expectations are being reasonably met under the circumstances.
THE PROGRAM
The Program focuses on several key areas:
-
providing the student-athletes with a sports program that is both challenging and enjoyable and that primarily serves their needs rather than those of parents and coaches;
-
employing a process to run the Program that is efficient, effective and always striving to carry out the principles enunciated in the Program's Mission Statement and consistent with the Program's Philosophy; and
-
securing the necessary resources, of both money and volunteers, in order to operate the Program appropriately and effectively.
We define quality as the degree of excellence attained in our fulfillment of the principles set out in the Program's Mission Statement and Philosophy. We do not measure the excellence of the Program as a matter of wins and losses, but rather by the content of the character of the student-athletes who participate in the CKS Program.
The coaches, Athletic Committee, Athletic Director(s), school administration and the parents of CKS’ student-athletes are all responsible for seeing that the Program strives for excellence in carrying out its philosophy and mission. All must be committed to improving and optimizing the Program on a continuous basis.
The Athletic Director(s), working with the Athletic Committee and the various coaches, shall identify the resources required to operate the Program and shall report this information to the School Principal who will then communicate with the Pastor and all other parties as needed in order to secure, if possible, the necessary resources. The Athletic Committee, on a regular basis (and in any event not less than once a year), shall review the operation of the Program as a whole and each team in particular. This review is undertaken to ensure that the Program is striving to attain the goals of its Mission Statement and its Philosophy and to uphold the guiding principles expressed throughout this Manual.
SELECTION, QUALIFICATIONS AND RESPONSIBILITIES OF
THE ATHLETIC DIRECTOR AND ATHLETIC COMMITTEE
SELECTION OF ATHLETIC DIRECTOR
The CKS Principal, Pastor and School Board President shall select one or two individuals to serve as the Athletic Director or Co-Athletic Directors ("Athletic Director"). The Athletic Director shall oversee the Program and serve as a member of the CKS School Board, Athletic Section.
RESPONSIBILITIES OF THE ATHLETIC DIRECTOR
While coaches are fully responsible for running the teams assigned to them, the Athletic Director is responsible to help them in that process. In so doing, the Athletic Director, working with the Athletic Committee, will report directly to the Principal. In addition, it is very important that the Athletic Director coordinate, communicate and work closely with the Principal (and Pastor when appropriate) on such matters as:
-
the master scheduling of CKS athletic facilities;
-
the physical condition of CKS athletic facilities;
-
safety issues related to the Program;
-
academic eligibility of student-athletes; and
-
the scheduling of the various teams.
In addition, the Athletic Director shall be responsible for the following tasks:
-
coordinate and report to the Principal on all matters involving interscholastic athletics;
-
represent the school at athletic meetings when needed;
-
prepare a budget each year to cover the required expenditures necessary to conduct the total interscholastic athletic program;
-
keep on file a complete financial record of program-related receipts and expenditures;
-
keep an inventory of all athletic equipment and supplies;
-
hold and chair meetings with members of the Athletic Committee and coaching staff;
-
have payments prepared for all officials at game time or before;
-
verify eligibility of all athletes;
-
be responsible for the care, maintenance and storage of all athletic equipment and supplies;
-
assume leadership in the development of the Program;
-
approve all recommendations for athletic awards;
-
recommend to the Principal, in conjunction with the Athletic Committee, the best qualified persons available for coaching positions;
-
stimulate cooperation between the coaches of various sports, and among coaches, teachers and administration, concerning athletic policies; and
-
ensure that all individuals involved in the sports program adhere to school policies.
ATHLETIC DIRECTOR TERM
The Athletic Director shall serve a term of three years. At the conclusion of the term, the Principal, Pastor and School Board President shall decide in their sole and complete discretion whether to reappoint the serving Athletic Director for a new term of three years or appoint a new person to fill the position. The Athletic Director may serve as many three year terms as reappointment dictates.
The Athletic Director can be dismissed from the position prior to the completion of the term by the action of the Principal, Pastor and School Board President, in their sole and complete discretion, for non-performance of designated duties as outlined in the Athletic Manual. Non-performance of designated duties to an extent requiring dismissal shall be determined by the Principal, Pastor and School Board President, in consultation with the Athletic Committee, after affording the Athletic Director an opportunity to be heard on the issue of non-performance. The decision regarding dismissal shall be communicated to the Athletic Director by the Principal. An Interim Athletic Director shall be appointed by the Principal, Pastor and School Board President as soon as practicable after dismissal, and the person so appointed shall continue as Athletic Director for the remainder of the term. When an Athletic Director resigns prior to the completion of his term, the selection of an interim Athletic Director to complete the term shall take place in the manner set forth in this Section 6.0.3. When the Program is overseen by Co-Athletic Directors and only one of them is dismissed or resigns, the Principal, Pastor and School Board President shall have the discretion to determine the necessity of appointing an interim co-Athletic Director.
SELECTION OF ATHLETIC COMMITTEE
There shall be an Athletic Committee ("the Committee") composed of seven members (plus the Athletic Director). The members of the Committee shall be selected initially by the CKS Principal, School Board President and Athletic Director. Of its seven members, the Committee shall be composed of a minimum of three active school coaches. In order to be eligible for Membership on the Committee, a member must have a child who is a student at CKS or be an active CKS coach. The Committee shall meet yearly with the school coaches both at the beginning of and during the school year in order to receive their input. Other meetings may be scheduled from time to time at the request of the coaches and in the discretion of the Committee as issues arise. Members of the Athletic Committee shall be replaced as necessary by the CKS Principal, Pastor and School Board President in consultation with, and considering the recommendations of, the Athletic Director.
SELECTION, QUALIFICATIONS AND RESPONSIBILITIES OF COACHES
SELECTION OF COACHES
All prospective head coaching candidates and assistant coaching candidates who have not previously coached at CKS must fill out an application in order to be considered for a coaching position. At the discretion of the Principal or the Athletic Committee, individuals with prior CKS coaching experience may also be required to submit a completed application.
The search for coaches, discussed in Section 7.0.3 below, will be coordinated by the Athletic Director. The final selection of a coach will be decided by the Principal who will consider the recommendation of the Athletic Director and the Athletic Committee in making the decision. The Athletic Director and the Athletic Committee will consider a recommendation by a head coach of his/her candidate(s) for assistant coach, but the final decision for all assistant coaches, as for all head coaches, shall be made in all instances by the Principal after consultation with the Athletic Director and Athletic Committee.
After the selected candidate has accepted a coaching position, the Athletic Director is responsible for orienting the new coach to the position and processing any paper work that may be required either by CKS or the Diocese.
RETENTION OF COACHES
At the conclusion of each season, the Athletic Director shall meet with all coaches to discuss their desire to coach at the same level (i.e., boys freshman, girls junior varsity, boys varsity, etc.) the following year. Should a coach express an interest in returning, the Athletic Committee, after considering all relevant factors, including the recommendation of the Athletic Director and the results of the Athletic Program Survey, shall make a recommendation to the Principal as to whether the coach should be retained for the following season. The coach may request an interview with the Athletic Committee before a recommendation is made.
If the Athletic Committee recommends the retention of a coach, and the Principal accepts the recommendation, that coaching position is not considered open under section 7.0.3 and no advertisement of it as an open coaching position shall occur. If the Principal rejects a recommendation to retain a head coach, the Athletic Director shall commence the search for a coach in accordance with section 7.0.3 to fill the open coaching position. A current coach who is not recommended for retention by the Athletic Committee or, if recommended, is not reappointed by the Principal, may still apply for the open position.
SEARCH FOR NEW COACHES
The search for coaches to fill open coaching positions should be conducted in the first instance by the Athletic Director who will report the names and qualifications of all interested prospective coaches to the Athletic Committee. All prospective coaches will be interviewed by the Athletic Director and at least two members of the Athletic Committee. An open head coaching position should be advertised at least through the school "brown envelope", the parish bulletin for each parish that sends children to CKS, and by informal word of mouth in the community.
The objective of such a search is to find the best available volunteer who can carry out the philosophy, mission statement and procedures described in this Manual. While the Athletic Director and the Athletic Committee will interview and recommend a head coach, the final decision will be made by the Principal. Ordinarily all coaching positions will be volunteer positions. No stipend will be paid without the recommendation of the Athletic Director and the Athletic Committee, and the final approval of the Principal. In any event, a stipend should be paid only in extraordinary circumstances.
QUALIFICATIONS OF CKS COACHES
Other than the student-athletes themselves, CKS coaches are the Program’s most precious resource due to their knowledge of the sport, leadership skills and donation of valuable time. In undertaking the position of coach, one agrees to follow the philosophy, mission statement, procedures and guidelines of the Program, while providing for the needs of our student-athletes. Coaches are a key element in the athletic experience. They are responsible not only to teach the skills associated with their sport, but most importantly, they are uniquely able to help a student-athlete develop and mature both socially and emotionally, within the context of the Christian community that is CKS. Coaches are role models for their players. A coach can impart to young athletes valuable lessons about maturity, self-control, honesty and attainment of goals through hard work by the way one acts as a coach.
WHAT IS EXPECTED OF A CKS COACH
A coach is a model for all that the Program represents. A coach needs to be a leader who stresses sportsmanship, fairness, discipline, teamwork, goal setting, and communication. The coaching position is difficult because coaches must be accountable to themselves, the Program, the players and their families, the school, and the larger parish community. In order to undertake such a responsibility, and in order for the Program to be able to provide adequate instruction to the student participants, coaches must have adequate knowledge of their respective sports, be able to communicate that knowledge to others and be willing to obtain additional training when feasible. In addition, as soon as practicable after appointment as coach, all coaches should be certified by the Diocese or an equivalent entity (such as the Haddonfield program) for coach safety training or its equivalent.
How one judges a prospective or existing coach can be very subjective and vary from one person to another. In judging a coach, the bedrock principle must be that a coach exhibit at all times the highest personal integrity and hold him/herself accountable to the Program for the manner in which the team is run and in which the players conduct themselves.
Therefore, the CKS Program will evaluate its present and prospective coaches using various criteria, including:
A. Attitude is how one reacts to what is happening and how one approaches the challenges that lie ahead. CKS wants coaches who are positive, decisive, encouraging and hard working.
B. Social Maturity of our coaches is very critical. Coaches need to cooperate and work closely with their fellow coaches, the Athletic Director, the administration, parents, and the community. They will be working with children who will look to them at important times for signals as to what is appropriate behavior. Therefore, they must exhibit self-control and be a role model for their team members.
C. Leadership is an important quality to achieve success. The coach can be a good leader by demonstrating his enthusiasm, self-control, confidence and desire to succeed. CKS seeks coaches who believe in themselves and in what they are teaching and who can show our athletes how to set and attain goals through hard work and discipline.
D. Discipline must be a norm. It is needed to create an atmosphere in which teaching can occur and to assure the safety of the players during practice and games. It cannot be selectively applied, with different rules for the star player and the substitute at the end of the bench. It must be evident in all activities in which our coaches are involved. Coaches must respect the rules of the school, the league and society and demand the same from each student-athlete. Coaches must maintain control of the fans (including parents and students) as well as themselves and their team at all times.
E. Communication is essential. Coaches need to communicate clearly and consistently with the Athletic Director, the administration, parents, and most importantly, the student-athletes, so that there is a thorough understanding of all aspects of the Program. The goal is to have, to the extent feasible, an "open door" policy in order to provide a free flow of information and process by which concerns and questions can be addressed. Coaches should provide and distribute to parents and team members a written document explaining their rules/guidelines for the sport.
F. Knowledge of the sport is important in order to be able to provide quality instruction and to assure all concerned that the student-athletes are participating in a safe manner and environment.
G. Time availability is a prerequisite for a coach. A team needs a coach who can provide sufficient instruction and practice time so that the athletes can compete safely and to the best of their abilities. Prospective coaches have to be realistic about the extensive time commitment required of them.
COMMUNICATING WITH STUDENT-ATHLETES AND THEIR PARENTS
COMMUNICATING EXPECTATIONS AND REQUIREMENTS
It is important for coaches to communicate with parents and players early and often so that there are no surprises in relation to what is expected of both the athlete and the parents. Initial communication should include discussion of the following points:
-
CKS program Philosophy and Mission Statement;
-
CKS athletic fees;
-
Possible individual equipment purchases;
-
Forms that need to be completed and signed;
-
Team rules and the coaches’ approach to team discipline;
-
Expected time commitment (approximate number of practices and games per week) and need for punctuality and communication when not attending games or practices;
-
Requirements for parental involvement (if any) as timers, scorekeepers and female assistants; and
-
General philosophy of the team depending on the level of competition, playing time, substitutions, requirements to attend practices, academic requirements to remain eligible to compete, and overall commitment to team.
All communications to parents should emphasize that they are responsible for their children's safety at all times and are permitted to attend all practices and games. They should also understand that their child must follow the rules of the team and remain academically eligible in order to be permitted to participate. Additionally, the parents should understand that they have full authority to remove a child from an activity at any time and for any reason.
COMMUNICATING SUGGESTIONS AND COMPLAINTS
Any suggestions and/or complaints concerning a team on which a child is participating must be communicated in the first instance to the head coach of the team. Should a parent not be satisfied with this discussion with the head coach, communication then should be directed to the Athletic Director. If further discussion is necessary, the parent should contact the Principal. The Principal will not become involved in such discussions unless and until there has been dialogue between the parents, the head coach and the Athletic Director.
ATHLETIC PROGRAM SURVEYS
At the conclusion of each season, the Athletic Director shall distribute to the parents of all student-athletes an Athletic Program Survey which requests parental feedback regarding the degree to which the Program, Coaches and Administration are meeting the principles, philosophy and goals outlined in this Manual. The Athletic Committee shall utilize the Survey results to determine whether changes to the Program are warranted and as one of the bases for determining whether to recommend the retention of members of the CKS coaching staff.
FINANCIAL PLANNING/MANAGEMENT
There are three key aspects related to the effective management of CKS athletic finances. They are:
• Athletic budget development and incorporation into the annual school budget.
• Athletic fee communication to, and collection of the fee from, families whose children participate in CKS sports programs.
• Individual sport expense handling/processing.
While certain aspects of CKS’ athletic finances may be delegated to various individuals from time to time, it is the ultimate responsibility of the Athletic Director to provide necessary overall management of this important function in consultation with the Principal.
BUDGET DEVELOPMENT
All CKS head coaches are requested to develop an annual budget for their respective sport and provide it to the Athletic Director on a date set by the Athletic Director. Each budget should consider various items including:
As part of the overall athletic budget, the Athletic Director should determine what expenses must be budgeted that are not sport specific and should also incorporate any extraordinary stipend expense, banquet expense and/or repair expense (e.g. gym lighting, scoreboard, etc.) into the overall athletic budget.
ATHLETIC FEE ADMINISTRATION
Each coach is required to provide a player roster to the Athletic Director as soon as possible after the selection of his/her team. The Athletic Director or his/her designee will provide written notice to each family of the respective athletic fee that is due and the manner and time within which payment is required. It is the ultimate responsibility of the Athletic Director, with the assistance of the individual coaches, to see to it that the fee is collected in a timely manner.
EXPENSE HANDLING/PROCESSING
Each coach should provide in writing to the Athletic Director the expenses to be incurred during the upcoming season. The Athletic Director then will communicate with the proper individual to ensure that the expense is appropriate and paid in a timely manner. No coach should incur expenses without the prior approval of the Athletic Director.
The Athletic Director will retain a copy of all expense requests so that a centralized record capability is ensured.
SCHOOL FACILITIES MANAGEMENT (RELATIVE TO CKS ATHLETICS ONLY)
Effective management of CKS facilities used in conjunction with CKS athletic events is essential to ensure a safe and functional environment. The principal’s office and school maintenance personnel are accountable for creating and maintaining a safe, clean and functional atmosphere in which to conduct all CKS sports. It is the job of the Athletic Director to communicate to the Principal and the Pastor when such an atmosphere is not being reasonably maintained on a consistent basis.
FACILITIES SCHEDULING/FEES FOR USE OF SCHOOL FACILITIES
The school gymnasium, field and the lower field parking lot (for track) are utilized by CKS student-athletes for practices and games. Additionally, some of these facilities are utilized by external groups for athletic and/or social functions. Anyone using these facilities, regardless of the function or past practice, must reserve the facility prior to its use with the individual assigned to be the "facilities scheduler". This individual is responsible for creating, retaining and distributing copies of the "master schedule" to school personnel, coaches, parish members and other potential users of the facilities.
Groups or organizations that are not affiliated with CKS or Christ the King Parish, and that wish to utilize CKS facilities for athletic and/or social functions, may be required to provide CKS with proof of liability insurance coverage with a minimum policy limit of up to one million dollars. Any such policy shall contain an endorsement naming CKS, Christ the King Parish and the Diocese of Camden as additional insureds.
The Principal shall determine, in consultation with the Athletic Director, whether CKS athletic facilities may be used by non-CKS groups or organizations and whether a fee should be charged for such use. Subject to the approval of the Pastor and Principal, all fees collected for use of CKS athletic facilities shall be credited to the CKS athletic account.
PREPARATION OF FACILITIES FOR GAMES/PRACTICES
With the master schedule facilitating awareness of CKS athletic facility property use at all times, the principal should ensure that the maintenance staff properly prepares specified areas for safe use as needed. This includes, but is not limited to, the following:
-
Back field mowing;
-
Back field lining (if specified by the coach);
-
Safety barriers positioned in the parking lot for track;
-
Gym floor "wet" mopped;
-
Gym stands pulled out for scheduled games; and
-
Adequate gym lighting.
Additionally, the Athletic Director should discuss with the Principal on a regular basis how the facilities are to be used over extended holiday periods when athletic events are conducted so that the facilities can be maintained appropriately during that time.
REQUIREMENTS FOR HOW FACILITIES SHOULD BE LEFT AFTER USE
Whether used for a school, parish, CCD, athletic or social function, it is expected that all CKS facilities will be left in the condition in which they were initially found. Failure by a group to honor this rule should be considered when that group requests future use of the facilities. The Athletic Director and the facilities scheduler are responsible to communicate this simple but important rule to all users of the CKS facilities.
SAFETY AND LIABILITY MANAGEMENT
The safety and well being of our student-athletes is our highest priority. CKS strives to provide a consistently safe environment for all its athletes in all sports activities. Coaches should report any and all potential safety concerns to the Athletic Director who will bring all safety issues to the Principal (and Pastor when appropriate) for action and resolution.
In order to help ensure the safety and welfare of the student-athletes, CKS coaches may be required to undergo such background checks as are required by the Diocese of Camden for teachers employed in Diocesan schools.
All coaches are encouraged to attend a first aid instruction course identified and recommended by the Athletic Director. In addition, coaches will be provided with a first aid kit and manual (issued and approved by the Athletic Director) in case of an emergency. The Athletic Director should also request of all parents that they communicate to the head coach any particular health concerns or problems for their student-athlete.
Before any athlete tries out for a sport, he/she must provide the following signed documents to the Athletic Director:
Parents are responsible to provide or arrange for the transportation of their child to each practice and game. Delivery and pickup of all children must be punctual. Parents need to know the starting and ending times of practices and games so that valuable time is not wasted. If they are not aware of such information, it is their responsibility to contact the coach to obtain it. It is not the responsibility of the coach to provide for the transportation of athletes in conjunction with games or practices. Moreover, parents will be advised by the Athletic Director at the outset of the season that they must be punctual in picking up their children after practices and games because a failure to do so places an unfair burden on coaches who are already volunteering significant amounts of time. In order to impress upon parents and athletes how important it is to abide by this punctuality requirement, a coach has the discretion to withhold a child from competition for one event if a parent fails to pick up that child in a timely manner on two or more occasions.
Parents who will be transporting students other than their own children shall provide CKS with proof of acceptable insurance coverage of a form to be provided by the school.
A female assistant should be in attendance at all practices and games for all girl teams, whenever reasonably possible. Should a female assistant be unable to attend a scheduled game or practice, and a female substitute assistant cannot be located after reasonable effort to do so, it is in the discretion of the coach to determine whether the game or practice should be conducted in the absence of the female assistant. In so deciding, the coach will take into account the particular circumstances of the situation, with the safety of the children being the most important consideration.
REQUIREMENTS FOR PARTICIPATION IN THE PROGRAM
In accordance with the provisions of the CKS Parent/Student Handbook, participation in athletic activities is contingent upon a student receiving satisfactory marks in both academics and school conduct. Failure to meet the standards set forth in the Handbook shall result in the student being placed on probation or suspended from participation in the Program.
Students who are excused from participating in a CKS physical education class as a result of injury, illness or physical infirmity are not eligible to participate in interscholastic athletic activities, including practices and games, on the day they are excused from gym class participation. Students who are excused from participating in CKS physical education classes as a result of being under the care of a physician for an injury shall not participate in interscholastic athletic activities, including games and practices, until written permission from the treating physician is provided to the student’s coach. At the discretion of the Principal, a student who repeatedly fails or refuses to participate in CKS physical education classes may be suspended from a CKS interscholastic team.
Participation in multiple sports during a single season is discouraged. Such participation may only be allowed with the express approval of both head coaches and the Principal.
ADDITIONS, DELETIONS AND/OR AMENDMENTS TO THIS MANUAL
Proposed additions, deletions and/or amendments to this manual may be made by any member of the CKS school community and shall be presented to the Athletic Director in writing with the author’s signature and date. Such written proposals will be reviewed by the Athletic Committee at the next Athletic Committee meeting. Within 10 days of the meeting, the Athletic Committee will make a recommendation to the Principal concerning the proposal. The decision of the Principal with respect to each proposal is final.
If a proposal is approved, the manual shall be revised to incorporate the proposal and the new or revised provision shall become effective 15 days after approval by the Principal. If a proposal is rejected, the Athletic Director shall provide the author of the proposal with a written explanation of the action taken by the Principal.
